Indonesia finance minister Suahasil Nazara has taken office after President Prabowo Subianto dismissed Purbaya Yudhi Sadewa and elevated his deputy in mid-September. For investors, the change puts attention on whether Indonesia can keep its budget plans credible while funding the president's growth agenda.

Nazara was sworn in hours after Purbaya's removal, CNBC reported. He is Prabowo's third finance minister since the president took office in October 2024, according to Channel NewsAsia.

The new minister brings substantial institutional experience. CNBC reported that he spent seven years as deputy finance minister and previously ran the ministry's fiscal-policy agency from 2015 to 2019. Channel NewsAsia reported he had served as deputy minister since 2019. Qi Hang Tay, a senior Asia analyst at the Economist Intelligence Unit, said that background reduces the risk of a disruptive handover because Nazara knows how the ministry operates.

What will Indonesia's 2027 budget reveal about Suahasil Nazara?

The first concrete test will be the government's 2027 budget. Tay said investors should look at planned spending, the assumptions used to forecast government revenue and the projected deficit, which is the gap between public spending and revenue in a given year.

Nazara said in his first remarks as minister that he would protect the credibility of the budget and keep the deficit below 3% of gross domestic product. That is a commitment rather than an outcome. CNBC reported that the 2026 deficit is expected to reach 2.85% of GDP, leaving relatively little distance from that threshold.

The central challenge is the amount of room available to add spending. Tay said Nazara must finance Prabowo's costly growth program with increasingly constrained fiscal capacity. He said that delaying or reducing programs that have not generated quick economic gains relative to their cost, while preserving budget discipline, would be evidence of a policy change.

Why are investors watching fiscal credibility?

Fiscal credibility is investors' confidence that a government can meet its spending commitments without allowing borrowing or deficits to become harder to manage. It can affect the price investors demand for government bonds and influence a country's currency.

The concern follows a turbulent year. CNBC reported that higher energy costs raised subsidy spending and led to cuts in flagship programs. The outlet also reported that Indonesia's benchmark stock index had fallen more than 25% during the year and that the rupiah hit record lows in June. Fitch and Moody's cut their outlooks on Indonesia's credit ratings during Purbaya's tenure, CNBC said, citing policy uncertainty.

Gareth Leather, senior Asia economist at Capital Economics, described Nazara's appointment as positive but said it would take further evidence of better policymaking to show a durable improvement. DBS Bank economist Radhika Rao told CNBC that fiscal credibility supports the bond market and the rupiah.

Bank Indonesia's role remains under scrutiny

Budget policy is only part of the credibility question. The reshuffle followed the resignation of Bank Indonesia Governor Perry Warjiyo weeks earlier, CNBC reported. Joshua Kurlantzick of the Council on Foreign Relations said Nazara's appointment raised worries about economic power becoming more concentrated under Prabowo and about the central bank's independence.

Tay said a clearer division between the government's fiscal decisions and Bank Indonesia's monetary-policy role would be another useful signal. Whether the 2027 budget pairs restrained spending with credible revenue plans and that separation will offer a more meaningful measure than the personnel change alone.
