Ukraine disputes Musk’s claim it violated Starlink terms in drone operations
Ukraine says commercial Starlink’s geographic and speed limits rule out the drone use Elon Musk alleged, but the evidence does not settle the dispute.

Ukraine has rejected Elon Musk’s accusation that its military broke Starlink’s terms by using the civilian satellite-internet service for offensive drone strikes. The Ukraine Starlink terms dispute matters because Ukrainian officials say recent limits on satellite connectivity disrupted air-defense and drone operations, while Musk says SpaceX closed a prohibited-use loophole.
Musk wrote on X that Ukraine’s military had used commercial Starlink for offensive drone attacks and that such use was not permitted. He said the loophole had been closed the previous week, according to Reuters and CNBC.
Serhii Beskrestnov, a defense-technology adviser to Ukrainian President Volodymyr Zelenskyy, disputed that account. In a Telegram post, he said commercial Starlink does not operate over Russian territory and that Ukrainian drones using the civilian service have been subject to speeds of 70 to 90 kilometers per hour for months. He said those limits made its use for medium- or long-range strikes physically impossible.
What is the difference between Starlink and Starshield?
Starlink is SpaceX’s commercial satellite internet network. Starshield is a military-focused service for government and national-security users that is built on Starlink technology, CNBC reported. The distinction is central to the disagreement: Musk’s allegation concerned civilian Starlink, while Ukraine’s reported military connectivity problems involved Starshield as well as Starlink.
Ukraine said both services had returned to normal speeds after more than a week of restrictions. Reuters reported that Ukrainian officials said a 160 km/h Starshield speed limit hindered attempts to intercept Russian attack drones and forced some operations to be canceled. Zelenskyy said speeds had returned to the level Ukraine needed, while the Defense Ministry said it recorded a stable connection above 400 km/h.
Musk said Starshield was a separate system controlled by the U.S. government, according to CNN. Public accounts of who imposed the Starshield curbs have differed. Reuters reported that neither Musk nor the U.S. government accepted responsibility in the cited report.
What has been established in the Starlink dispute?
- Musk made the allegation that Ukraine used commercial Starlink in prohibited offensive drone strikes.
- Ukraine, through Beskrestnov, denied that commercial Starlink could be used for the types of attacks Musk described because of reported coverage and speed constraints.
- Ukraine said Starlink and Starshield speeds were restored after restrictions that it said affected military operations.
The available reporting does not include Starlink’s governing terms, SpaceX technical records, or independent evidence that resolves the competing operational claims. That means the alleged breach of terms remains unverified in the material available. SpaceX and Musk did not respond to CNBC’s requests for comment.
